Norman Steisel Served As First Deputy Mayor Of New York City

From 1990-1994, Norman Steisel was First Deputy Mayor of NYC. He was the CEO of the city government accountable for daily management of all governmental operations, and the supervising of a $30B per year operating budget, and a four-year $20B capital program. He reversed the 10-year-long trend of local taxes consuming a rising share of GCP (Gross City Product).
