Norman Steisel Was First Deputy Mayor of New York City

From January 1990 to December 1993, Norman Steisel was First Deputy Mayor of New York City. As Chief Executive Officer for New York City government, he was accountable for the day-to-day oversight of all operations of the government. Moreover, he was responsible for the management of a 30-billion dollar annual operating budget and a four-year $20B capital program.

Additionally, Mr. Steisel managed New York City’s emergency-response activities. This included the coordinated response to the 1993 terrorist attack on the World Trade Center. He additionally oversaw the development and implementation of the Safe Streets program, a significant expansion of the criminal justice system and police force that resulted in a fifteen percent reduction in major crimes.

In addition, he directed the creation of a new agency to provide housing and services to the homeless.
