From January 1990 to December 1993, Norman Steisel was First Deputy Mayor of New York City. As CEO for NYC government, he was accountable for day-to-day oversight of all operations of the government. Moreover, he was accountable for the management of a 30-billion dollar annual operating budget and a 4-year 20-billion dollar capital program.
In addition, Mr. Steisel supervised the city’s emergency-response activities. This included the coordinated response to the 1993 World Trade Center terrorist attack. He additionally led the development and implementation of the Safe Streets program, a major expansion of the police force and criminal justice system that resulted in a 15% decrease in major crimes.
Furthermore, he directed the establishment of a new agency to provide housing and services to the homeless.
