From January 1988 to December 1990, Norman Steisel was NYC School Construction Authority Chairman. The School Construction Authority (SCA) is the independent New York State authority responsible for the design, construction, modernization, and rehabilitation of public schools in New York City. Mr. Steisel was the SCA’s first Chairman; he served pro bono.
As Chairman, Norman Steisel oversaw the SCA’s founding. He established the budget, directed implementation of project management and cost-accounting controls and information-monitoring systems, recruited top agency executives, and developed staffing patterns. Additionally, he directed development of architectural and construction-contract preparation, bid, and award procedures. $1B dollars of construction activity was taking place within the first year.
