From 1990 to 1994, Norman Steisel was First Deputy Mayor of the City of New York. He was the Chief Executive Officer (CEO) of the city government responsible for daily management of all governmental operations, and the overseeing of a $30 billion per year operating budget, and a four-year $20B capital program. He turned back the 10-year-long direction of local taxes eating up a rising share of GCP (Gross City Product).
Norman Steisel was a Senior Vice President at Lazard Freres, and while there he financed transactions of more than $2B. While at Lazard Freres, he served (pro bono) as the first Chairman of the School Construction Authority. They are an independent authority chartered by New York State. They have the responsibility for the design, construction, modernization, and rehabilitation of public schools in New York City.
From 1974-1979, Norman Steisel served as New York City’s First Deputy Budget Director. He oversaw the massive retrenchment in the city’s budget, workforce, and services. In addition, Mr. Steisel directed the launching of payroll, procurement, accounting, and integrated automated budgeting systems.
He was the Executive VP, COO (Chief Operating Officer) of the Philadelphia Stock Exchange (PHLX), and an essential member of PHLX’s strategic management team. The Exchange was eventually sold to NASDAQ OMX. Mr. Steisel coordinated PHLX participation in integration activities and transition planning with NASDAQ OMX.

EnEssCo creates economically viable, environmentally compliant solutions in the waste handling and treatment, water usage, and energy production industries.
Norman Steisel is the Founder and Chief Executive Officer of EnEssCo Strategies, Inc., which provides consulting and management services to senior level executives of industries and firms in government-regulated sectors. These industries and firms are undertaking financial transitional, strategic, and operational activities. The Company pursues a wide spectrum of “green” projects for governments and industry.
At Lazard Freres & Company, he was accountable for their municipal project and environmental corporate financing activities. As an advisor to numerous counties, environmental entities, and municipalities, he provided assistance with merger and acquisition activities, recapitalizations, as well as debt issuance.
Norman Steisel joined investment banking firm Lazard Freres & Company in 1986. He functioned as an advisor to a variety of counties and municipalities and to a range of the world’s foremost waste disposal, water treatment, hazardous waste remediation, and air pollution control firms.
He served as Commissioner of Sanitation in NYC from 1979 to 1986. Mr. Steisel was accountable for all-around management of the $600 million enterprise. He distinguished himself by introducing a number of productivity endeavors. His leadership as Sanitation Commissioner was manifested by ambitious, inventive decisions that succeeded in invigorating the Sanitation Department while saving NYC millions of dollars.
With vast public and private sector experience, Mr. Steisel developed his skills and management style in the complex and demanding area of city government. His experience included accountabilities for streamlining operations and systems, and he guided the outsourcing of several governmental functions. These were treasury functions, vehicle and facility maintenance, and fleet procurement.
